Notice of Ballot Mailing, Return Location, and Voter List Verification
 
The Diablo Highlands County Villas Association will be holding its Annual Meeting and election of directors on July 22, 2026 at 6:30 pm at 441 Glasgow Circle, Danville, CA 94526. Ballots for this election will be mailed to all owners on June 15, 2026. Owners who wish to verify their information on the Candidate List or Voter List may do so before June 14, 2026. 
 
Ballots shall be returned to Diablo Highlands Country Villas Association c/o Nor Cal Inspector of Elections, 21001 San Ramon Valley Blvd Suite A4 #130, San Ramon, CA  94583 so that they arrive prior to 4 pm on July 22, 2026. Ballots may be hand delivered to the same address. 
 
The Election Rules governing this election are on the Association web site at https://DiabloHighlands.com
 
At this time, there are six qualified candidates who have submitted their candidacy. The qualified candidates are Sheila Anderson, Trevor Crossley, Tim Henning, Mahboobeh Safaeian, Carl Taibl, and Cristina Wetklow. 
 
According to the community Bylaws, quorum for the meeting will be 51% of homes, or 109 homes. If quorum for the election is not met at the initial meeting, the Board may adjourn to another time with no notice other than announcement at the meeting. The quorum for a first reconvened meeting is 25% or 53 homes. Lastly, if said quorum is not met, the Board may call a subsequent meeting at least 20 days after the adjourned meeting and this meeting will have a 20% quorum requirement or 43 homes.

We’ve set the pool opening date for the Friday May 1st and heat will be on in time for Memorial Day weekend. 
Please review the rules below and posted at the pool and remind your guests and tenants to follow them as well. 
 
 
POOL RULES AND REGULATIONS

The Pool Area is defined as the “area within the fenced confines of the pool and pool house.”
1. The Pool is open between 8:00 A.M. and 10:00 P.M.
2. The use of the facilities is reserved for owners, tenants and up to 10 invited guests accompanied by owners or tenants.
3. Members are responsible for their own conduct, as well as their families and guests, and any damages caused by same.
4. All children 14 and under must be accompanied by an adult.
5. There is no lifeguard or attendant on duty; therefore, these rules should be adhered to by all.
6. Pets, bicycles, and skateboards are not allowed within the fenced areas of the pool.
7. Horseplay, running, pushing, diving and other hazardous behavior is prohibited.
8. No barbecues or glassware is allowed in the pool area.  Trash clean-up is expected by each member or guest.
9. Undue noise such as yelling and loud radios is prohibited.  Please be considerate of others’ rights.
10. If you are wearing a bandage, have an open wound or an infection, you are prohibited from using the pool.
11. The lifesaving equipment is to be used only for saving a life.  Please do not use it as a toy.
12. Pool furniture must remain in the pool area.
13. Observe your rights as a dues paying member by asking any individual or group who is violating the rules to refrain from this activity.  You may ask them to identify themselves and if they do not belong in the community, you may ask them to leave the pool area.  Do not prop open the pool gate.
14. No smoking is allowed within the pool area, pool or pool house.
15. No inflatable toys, rafts or floating devices are allowed.
16. Bathers must wear swim wear; no cut-offs are allowed.
17. Toddlers who are not toilet trained must wear swim diapers or other protective clothing that will lessen the chance of fecal contamination.

Proposed Enforcement Policy

Dear Association Members:
 
The Association’s Board of Directors (“Board”) consulted with the Association’s corporate counsel to prepare the attached Enforcement Policy and Schedule of Fines (“Fine Policy”) for Diablo Highlands Country Villas Owners’ Association, to comply with changes in California law regarding fines that became effective on July 1, 2025.  The Board intends to adopt the proposed Fine Policy at the open meeting on January 28, 2026 at 6:30 p.m., at the clubhouse, 441 Glasgow Circle.  
 
The purpose and effect of the Fine Policy are to comply with Civil Code sections 5850 and 5855, to streamline the enforcement process, and to provide the Board with clearer and better options to levy fines or impose other discipline when there are violations of the Association’s project documents.  
 
All members are encouraged to attend the Board meeting and to provide comments concerning the proposed Fine Policy. Comments regarding the proposed Fine Policy may be submitted to the Community Manager, Stacey Lint at Slint@hoaservices.net by January 21, 2026 or at the Board meeting.  The Board will consider all member comments before voting on adoption of the Fine Policy.

Mini News - Pool Closing

Thank you for another fun swim year. With cooler weather around the corner and some rain in the forecast for next week, the Board has decided to shut down the heat for the pool on October 15. The pool will remain open for any brave swimmers until October 31.

Mini News - E-Bike Safety

The Town of Danville has seen an massive increase in the amount of e-bike usage throughout the town, on the Iron Horse Trail, and that is expected to increase further with school traffic just around the corner. Even in our neighborhood we've seen e-bikes used on our walking trail and want to make sure all parents and kids are educated on what requirements there are for different class bikes and general e-bike safety.

Mini News - Dues Increase - Update your Autopay!

The HOA annual fiscal year is coming to a close on June 30 with a new dues amount beginning on July 1, 2025 as shared in the Annual Budget Package and Policy Statement. 
 
Effective July 1, 2025, dues will increase to $195 per month. This adjustment is necessary to cover rising insurance premiums, proposed EBMUD and PG&E rate increases and contract costs to ensure that we can continue maintaining the amenities that enhance our community.
 
Please remember if you are not currently set up on the Association's automatic clearing house (ACH) through our designated bank, you will need to update your auto-pay information independently. 
 
Updating your auto-pay information will depend on where you signed up. If you signed up through your bank, you will need to log into your account and update the amount, usually called “automatic bill pay”. If you signed up through the Management portal, you will need to log into your account at www.hoaservices.net/portal and update the payment through the MAKE A PAYMENT option. Lastly, if you have autopay directly through Alliance Association Bank, you will need to log in there to update your payment amount. 
 
If you pay your dues via check, dues should be mailed to the below address to arrive by the 1st of each month (note payments are late after the 15th)

Mini News - Neighborhood Traffic

For years the Management office has heard reports of traffic concerns throughout the community, ranging from parking complaints, speeding, rolling through stop signs, failure to yield for pedestrians, and more. Recently the Association reached out to the Town of Danville about possible traffic calming measures through the Neighborhood Traffic Management Program (“NTMP”).  
 
The first step of the NTMP is to measure traffic speeds and volume in the community. We had this completed over the course of a week or two at three different locations in the community on Glasgow Circle, all midway between stop signs. The placement was chosen to avoid slowing speeds near the stop signs (both prior to and after the stop signs).  The radars were placed at points which the Town Engineer believed would see the highest speeds in order to obtain a good understanding of the speeds of drivers in the community.
 
We have attached the full results of the radar deployment for any interested homeowners; however simplified, the average speeds and the 85th percentile speeds were at or below the speed limit for all three radar locations. Average speeds ranged from 17 to 21 MPH with the 85th percentile speeds between 22 to 25 MPH. 
 
In general this is good news. The vast majority of traffic in the community is at or below posted speed limits and the Town Transportation Analysts found traffic to be appropriate. That being said, we live in a residential neighborhood with a lot of children, dog walkers, and pedestrians abound; please be conscious of your speed in the community, come to full stops at the Stop Signs, and yield to pedestrians.

Mini News - Pool & Tennis Rules

Diablo Highlands Residents, 
 
With weather warming up, we know there's been an uptick in pool and tennis court usage. With that, we've received several complaints from neighbors about rules, especially around pets, being ignored. Dogs and other pets are not allowed in the pool area or on the tennis courts. Please remind family members and any guests using HOA amenities of this rule. 
 
The restriction on pets in those areas are based in public health and safety. Dog hair in the pool area can blow into the water and clog filters minimizing their efficacy and the cleanliness of our pool. It can also result in additional maintenance costs. Pets running around on the tennis courts often relieve themselves there and we've received repeated reports of pet waste not being picked up. 
 
Similar concerns about glass bottles in use at the pool, which could break and cut up kids feet, have also been reported. 
 
Please review the pool and tennis court rules to familiarize yourself before heading out to enjoy the amenities we all pay for.

Mini News - Irrigation Repairs Complete

Diablo Highlands Homeowners and Residents, 
 
We wrote to you previously to let you know that BrightView's irrigation team performed inspections of all irrigation systems to which they have access and presented a proposal to the Association for repair. You'll remember that nearly 600 different items needed repairs throughout the community front yards. 
 
BrightView has been working tirelessly the past month on these repairs and we are happy to report they have completed all open work orders for irrigation repairs in the community! Where irrigation was shut off or misaligned, it should now be repaired and we will start to see grass areas come back. Thank you to everyone for your patience as we worked through extensive system repairs. 
 
We hope everyone has a happy and safe Independence Day.

Mini News - Pool Etiquette

As we enjoy the summer season and make use of our community pool, we kindly ask for your cooperation in maintaining the pool area and respecting our property. Please take note of the following reminders and share with members of our family who may not see this notice:
 
Keep the Gate Closed: For the safety and security of all residents, please ensure that the pool gate is closed at all times. This helps prevent unauthorized access and keeps our pool area secure. On a recent inspection, the pool gate was propped open with a rock - this is extremely dangerous and is not allowed!
 
Close Umbrellas Upon Leaving: To protect our umbrellas from damage due to wind, please remember to close them before you leave the pool area. This simple action helps preserve our umbrellas so the next pool goer can enjoy some shade as well. 
 
Pick Up Trash: Let’s keep our pool area clean! Please pick up any trash and dispose of it in the trash cans before you leave. Use the provided trash bins to help maintain a tidy environment.
 
Avoid Breaking Furniture: Our pool furniture is for everyone’s use. Please handle it with care to avoid breakage - that includes using the furniture for its intended use and not as a play structure or for throwing in/around the pool.
 
No Glass is Allowed: Please do not bring or use any glass bottles in the pool area. Many pool goers walk around on the deck barefoot and broken glass can lead to serious injury.
 
In general, please be respectful of the shared pool space. Parents, consider having a chat with your teens if they will be at the pool by themselves to remind them of following the rules as well. Remember, damages to the pool add to our HOA costs and repeated issues can contribute to increasing dues. Thank you for your cooperation and understanding.
Mini News - Irrigation Repairs

In May, BrightView's irrigation team performed inspections of all irrigation systems to which they have access and presented a proposal to the Association for repair. This proposal included 428 clogged or broken sprinkler nozzles, 102 broken or leaking 4" pop up sprinklers, 59 broken or leaking 6" pop up sprinklers, 21 broken lateral lines, and multiple weeping or stuck valve replacements. 
 
Each year, the Association budgets over $30,000 for irrigation repairs in the front yards of homes. This equates to around $150 total per home for the year and a large portion of that cost goes to repairs found as a part of the irrigation inspection. We also rely on homeowners to report issues they see in their irrigation system to the Management office. Prompt reporting not only helps save your plant life, it also helps save your water bill!
 
While you're welcome to reach out to Management over busted sprinklers and items in your yard right now, please be aware that these are likely on the radar of BrightView and already in process of repair. 
Mini News - Tree Trimming

Diablo Highlands Homeowners and Residents, 
 
At the last Board meeting, the Board approved two scopes of tree trimming - crown raising and thinning of the Oak trees on the open space hillside and significant work on trees in the front yards and common areas around homes. BrightView will be performing the front yard scope of work and has detailed trimming plans for 150 trees in the community, including building clearance, deadwood removal, crown thinning, structural pruning, etc. The selected trees were evaluated by a certified arborist and they will be trimmed according to the arborist’s recommendations; we will not be adding additional trees to this scope. The Oak tree work will be performed by Tree West and we will send further email/online notification prior to the scheduled date.
 
The front yard trimming will take place:

Through Friday, May 31st
 
Please refrain from parking on the street as much as possible during this week for the safety of the crew and protection of your vehicle from dirt and debris. Thank you for you cooperation during this project.

Town Hall Recap

Tennis Court Use

Reminder to Homeowners and Residents:
 
The tennis courts along Stirling Drive belong to two different HOAs. The two courts accessible with a key belong to our HOA, Diablo Highlands Country Villas. The two courts to the north belong to Diablo Highlands Estates. 
 
Unless playing as a guest of an Estates homeowner, please do not use the Estates courts.

Electronic Consent – Help Us Save Money

Over the last few years, our Association has seen increased mailing costs as postage and stamps, paper, envelopes and other printing costs have gotten more and more expensive. Currently, the Association budgets $7,000 annually to those printing and mailing costs, and that’s only for Association-wide correspondence (our Management contract includes and covers all mailing costs for individual architectural and compliance communications). Breaking expenses down further, we spend over $30 per home on mailings!

 

Over the past few years, we’ve done a big push to get homeowners to sign up for email alerts. While it’s been partially successful as we do have 83 homeowners who’ve opted in, 79 of those 83 homeowners opted to receive items via BOTH email and snail mail.

 

We currently have a total of 4 homeowners who have opted in to “Email Only” correspondence, which means we mail out 208 copies! And unfortunately, a lot of the mailings (Annual Budget Package, Policy Statement, Year End Financials, Contact Information Requests, Statements, etc.) are California State Law requirements, which means even if you don’t read them, we have to send them.

 

So if you’d like to save the Association $30+ a year, and perhaps keep dues from increasing at a typical rate, please email Management (slint@hoaservices.net or cheryl@hoaservices.net) and opt in to Email Only Communications!
